The SCA notes the work undertaken by the NCHR to address human rights violations through the NPM, regular monitoring and follow-up of some allegations such as illegal detention, enforced disappearance and freedom of expression, as well as training of the relevant stakeholders. 

The SCA considers NHRIs as independent and impartial bodies with the responsibility to investigate allegations of violations promptly, thoroughly and effectively. The NCHR is expected to promote and ensure respect for human rights, democratic principles and the strengthening the rule of law in all circumstances without exception. The NCHR is expected to issue public statements and release regular and detailed reports in a timely manner to address urgent human rights violations. 

The SCA therefore recommends that the NCHR should expand and strengthen its operations in the protection of human rights and ensure effective public reporting on systemic human rights violations including extra-judicial executions, enforced disappearances, arbitrary detention, restrictions on freedom of speech, harassment of journalists and perceived critics of the government, systemic torture, political participation and protection of human rights at the border. 

The SCA refers to Paris Principles A.1, A.2, and A.3 and its General Observation 1.2 on ‘Human rights mandate.’
