The NCHR reports that it is yet to establish regional offices due to lack of sufficient resources and that the Justice, Rule of Law, and Order Sector strategic plan (2024-2029) proposes to fund the establishment of four regional offices of the NCHR. In addition, the SCA understands that the NCHR staff and members are paid salary and remuneration not equivalent to that of other independent bodies within the country.
The SCA acknowledges the efforts of the NCHR to improve the accessibility of its services across the country despite the lack of regional offices.
For the effective functioning of the NCHR and the accessibility of its services, the SCA recommends advocacy for the funding of the establishment of regional offices to ensure continued engagement with communities nationally, including in regional and remote areas.
The SCA further recommends that the NCHR advocate for an appropriate level of funding to ensure salaries and benefits awarded to its staff are comparable to those of civil servants performing similar tasks in similar independent institutions.
