The SCA notes the information that despite an increase in the SHRC core budget from 2021-2022 to 2025-2026, the budget available for the SHRC does not meet the breadth of its responsibilities, resulting in the need for it to de-prioritize certain elements of its mandate.
The SHRC does not receive dedicated funding for its role in the NPM, nor for its role as part of the UK Independent Mechanism to monitor the UNCRPD.
The SCA is of the view that adequate funding should, to a reasonable degree, ensure the gradual and progressive realization of the improvement of the NHRI’s operations and the fulfilment of its mandate. The SCA is also of the view that where an NHRI has been designated with additional responsibilities by the State, additional financial resources should be provided to enable it to assume the responsibilities of discharging these functions.
The SCA recommends that the SHRC continue to advocate for adequate funding necessary to ensure that it can effectively carry out the breadth of its mandate as well as other functions with which it has been designated.
