On 1 September 2025, the SCA Secretariat received third-party information from the National Coordinator of Human Rights of Peru a coalition of 74 civil society organizations and NGOs that work for the defense, promotion, and education of human rights in Peru.

The third-party submissions made allegations on the lack of transparency in the election of members of the National Justice Board, which is chaired by the Defensor. The submissions also criticise the DPP position regarding the amnesty law; restrictions imposed by the DPP on access to the Truth and Reconciliation Commission archives; deterioration in the working conditions of DPP staff, including those belonging to the institution´s Working Union; budget cuts and limited territorial presence.

The SCA Secretariat shared the third-party information with the DPP on 5 September 2025, requesting their comments, if any, by 12 September 2025. A reminder email was sent to the DPP on 15 September 2025, requesting their response. The DPP did not acknowledge receipt of either email or send their comments of the third-party information.

Based on the third-party submissions and publicly available information before it and the DPP lack of response, the SCA raises concerns about the DPP continued compliance with the Paris Principles. The SCA is especially concerned regarding the allegations of the DPP´s ability to conduct its mandate efficiently, its perceived independence and credibility as well as its willingness to tackle systemic human rights violations – monitoring of deaths, shrinking civic space, weakened oversight institutions and rule of law, freedom of expression, and freedom of association, including its mandate as National Preventive Mechanism. In view of the information before it, the SCA has decided to initiate a Special Review of the accreditation status of the DPP in accordance with Article 16.2 of the GANHRI Statute in order to determine its continued compliance with the Paris Principles.
