The CNDH reported actions undertaken during the October 2025 presidential election, including the deployment of a significant number of electoral observers in nearly all polling stations across the country, as well as the establishment of an early warning system. The SCA acknowledges that the CNDH has published a preliminary statement regarding its monitoring of the presidential election and the SCA urges the finalization and publication of the final report, addressing all civil and political rights in relation to the election period.

The SCA also notes the CNDH advocacy efforts aimed at encouraging the government to clarify the legal framework governing public demonstrations in Côte d’Ivoire. However, the SCA notes that CNDH’s recommendations on this matter are not public, nor have the findings from its monitoring activities concerning the mass arrests and detentions of certain political figures, demonstrators during public protests or deaths in detention. The CNDH has indicated that it prefers not to publish some of its positions, opting instead to engage directly with the relevant authorities to achieve more effective outcomes in addressing concerning human rights violations.

The SCA recommends that the CNDH take concrete steps to demonstrate both its perceived and actual independence in the execution of its mandate to promote and protect all human rights. This includes engaging with the public and freely expressing its views on pertinent human rights issues in the country, in addition to direct advocacy with officials. Further, the SCA urges the CNDH to proactively ensure that its position on serious human rights violations are publicly available, as this will contribute to strengthening its credibility. The SCA also recommends that the CNDH reinforce its advisory role in legislative processes, particularly with regard to civil liberties. The SCA encourages the CNDH to consistently undertake rigorous and systematic follow up of its recommendations and findings, and activities to promote their implementation.
