The SCA notes the limited publication of recent thematic and detailed reports on investigations and the overall human rights situation in the country. It particularly highlights the CNDH’s response regarding its 2024 election monitoring report, which was drafted but not published, despite post-electoral human rights violations.
The CNDH reported its efforts to address public opinion through social media. It further states that it has established a unit responsible for following up and assessing the implementation of recommendations, including those from human rights mechanisms.
The SCA notes that annual, special, and thematic reports of NHRIs serve to highlight key national human rights concerns and provide a means by which these bodies can make recommendations to, and monitor respect for, human rights by authorities. Further, in fulfilling its mandate, an NHRI should undertake rigorous and systematic follow-up activities to promote and advocate for the implementation of its recommendations and findings.
The SCA encourages the CNDH to draft and publish annual and thematic reports that address pressing human rights issues on a regular basis as well as to follow up its recommendations on those issues.
The SCA refers to Paris Principles A.1, A.2, A.3 and to its General Observations 1.6 on ‘Recommendation by NHRIs’, as well as 1.11 on ‘Annual reports of NHRIs’.
