The CNDH reported that while it has received adequate funding, its 2024 report indicates a funding disbursement rate of 14.16%. Further, the CNDH informed that to mitigate low disbursement rates, it has advocated successfully for inclusion among the ministries and institutions entitled to receive quarterly budget allocations managed directly under new government measures. 

The SCA notes that quarterly allocations may provide short term liquidity but do not constitute a durable safeguard for the institution’s financial autonomy given previous practice. Moreover, reliance on exceptional measures, rather than on a stable budget regime, may leave the institution vulnerable to future policy shifts, administrative discretion, or political pressures. Adequate funding should, to a reasonable degree, ensure the gradual and progressive realisation of the improvement of the NHRI’s operations and fulfilment of its mandate. 

The SCA reiterates its recommendation that the CNDH continue to advocate for a progressive increase in funding to enable it to fully carry out the breadth of its mandate, including in regional and remote areas, and to strengthen its staffing capacity. The SCA also encourages the CNDH to continue engaging with the Government on budgetary processes, including the timely disbursement of allocated funds. 

The SCA emphasises that government funding should be released on a regular basis and in a manner that does not adversely affect its functions and day-to-day management.
