The CNDH reported that conflicts within the decision-making body of the CNDH were addressed through a formal agreement signed by the Commissioners, and that regular sessions are held under the coordination of the Chairperson of the CNDH. However, the SCA is concerned that tensions persist and continue to affect the effective functioning of the Commission, as well as its credibility vis-à-vis the public.
The SCA recalls that an NHRI should have working methods that are conducive to the smooth, effective, and coherent conduct of its activities.
The SCA therefore recommends that the CNDH continue taking steps to resolve the prevailing disputes among commissioners in a way that strengthens its credibility and ability to carry out its mandate, including by establishing and implementing clear internal working methods and procedures to prevent, manage, and resolve internal conflicts, in a manner that ensures the effective participation of all members in the activities of the CNDH, and thereby supports the effective discharge of its mandate.
