The SCA notes civil society information alleging concerns about the NCHR effectiveness in dealing with serious human rights violations, including death penalty, torture, enforced disappearances, conditions of detention and detainees, the situation of human rights defenders, fair trial rights and due process, as well as freedom of expression, peaceful assembly, and association. The NCHR reports that it addresses human rights issues including right to physical integrity, enforcement of judgements, abuse of power, disability rights, right to education, right to health, labour rights, and issues related to public services and facilities through complaints handling, monitoring places of deprivation of liberty, public statements and reports, seminars, round table discussions and workshops. The NCHR also reports that its recommendations are issued to state authorities and that it issued statement calling for a moratorium on death penalty during the adoption of outcomes of the Universal Periodic Review of Egypt in June 2025.

The SCA notes the response of the NCHR and recommends that it continue to strengthen its efforts in addressing all human rights issues, including those noted above, and ensure that its positions on these issues are made publicly available. The NCHR should also continue to follow-up with State authorities and establish effective monitoring mechanisms with accompanying rigorous and systematic follow-up of its recommendations and findings. . 

The SCA highlights that such efforts will enhance protection of human rights and contribute to strengthening the credibility and accessibility of the NCHR.
