The DPP informed that, although the law is currently silent on the follow-up of recommendations it issues to authorities, Draft Bill 254 will address this. In practice the DPP issues thematic reports as a way to follow-up on the recommendations made in its resolutions.
The SCA is of the view that in fulfilling its protection mandate, an NHRI must not only monitor, investigate, and report on the human rights situation in the country, but should also undertake rigorous and systemic follow-up activities to promote and advocate for the implementation of its recommendations and findings.
The SCA highlights that public authorities are encouraged to respond to recommendations from NHRIs in a timely manner, and to provide detailed information on practical and systematic follow-up action, as appropriate, to the NHRI’s recommendations.
The SCA therefore encourages the DPP to establish a mechanism to consistently undertake rigorous and systematic follow up of its recommendations and findings, and activities to promote their implementation. This can include internal strategies and procedures.
