The SCA notes that the UPCHR reported that although its overall budget has increased by approximately 20% from 2024, its dedicated NPM budget has decreased, while the institution’s workload has increased fourfold.
The SCA is of the view that to function effectively, an NHRI must be provided with an appropriate level of funding to guarantee its independence and its ability to freely determine its priorities and activities. Adequate funding should also, to a reasonable degree, ensure the gradual and progressive realisation of the improvement of the NHRI’s operations and the fulfilment of its mandate.
The SCA recommends that the UPCHR continue to advocate for an appropriate level of funding, including for its mandate as NPM, to ensure that the institution can fulfill the breadth of its mandates and growing workload, as well as for its financial autonomy to be enshrined in the enabling law of the NHRI.
