“The 2023 Annual Report of the CNDH indicates that it has received only 10% of its operating expenses from the State budget. The SCA is concerned that the CNDHs’ budget is not disbursed in a timely manner which might limit its ability to effectively respond to issues as they arise.

The CNDH reported that it had managed to carry out some activities with financial support from external partners.

The SCA recommends that the CNDH continue to advocate for an adequate level of funding to carry out the full range of its mandate. Such an adequate level of funding must ensure timely disbursement and sufficient human and material resources for human rights promotion and protection activities, including for the provincial offices.

The SCA emphasises that government funding should be released on a regular basis and in a manner that does not adversely affect its functions and day-to-day management.

The SCA refers to Paris Principle B.2 and to its General Observation 1.10 on ‘Adequate funding of NHRIs’.”
