“The SCA received information that the majority of the staff are tied to the tenure of the cohort of commissioners.

While acknowledging the information put before the SCA on the upcoming recruitment of four staff members, the SCA urges the CNDH to deploy the existing staffs in the provincial branches and ensure adequate human resources for optimal functioning of both the head offices and the field presences. In addition, the CNDH is encouraged to engage in a recruitment and retention process of staff with salaries and benefits comparable to civil servants discharging similar functions.

The SCA refers to Paris Principle B.2 and to its G.O. 2.4 ‘Recruitment and retention of NHRI staff’.”
