“The HRCZ reports that since its establishment in 1996, the treasury authority approved 133 positions. However, these positions have never been fully filled. The HRCZ notes that there has been an increase in the number of staff throughout the years with, respectively, 13 and 16 additional positions approved in 2023 and 2024. The institution has expressed the need to have more staff in order to carry out the breadth of its mandate throughout Zambia.

The SCA encourages the HRCZ to continue to advocate for an appropriate level of funding to allow it to effectively carry out its mandate.
