“The DIHR’s core funding increased from 6.187 million USD in 2021 to 6.52 million USD in 2024. While the current budget includes a special allocation of project funds for the promotion and protection of human rights in Greenland covering 2021-2024, the DIHR notes the need for adequate funding including to service the additional mandate in Greenland.

The SCA is of the view that to function effectively and to fulfil its mandate, an NHRI must be provided with an appropriate level of funding to guarantee its ability to freely determine its priorities and activities. In particular, adequate funding should, to a reasonable degree, ensure the gradual and progressive realisation of the improvement of the NHRI’s operations and the fulfilment of its mandate The SCA highlights that, where an NHRI has been mandated with additional responsibilities, it must be provided with the adequate funding to effectively fulfil these duties.

The SCA refers to Paris Principle B.2 and to its General Observation 1.10 on ‘Adequate funding of NHRIs’.”
