“According to Articles 192 of the Constitution and 4 of enabling law, the Procurador shall be appointed for a three-year renewable term. However, the Constitution and the enabling law are silent on the number of times the Procurador can be reappointed, which leaves open the possibility of unlimited reappointment. In order to promote institutional independence, the SCA is of the view that it would be preferable for the term of office to be limited to one reappointment.  

The SCA notes that the PDDH submitted a proposal to the Parliament for amendments to its law to provide for such limits on the term of office. The SCA recommends the PDDH to continue to advocate for the passage of such amendments.”
