The ORB reports that it has received year-on-year increases in budget since 2020 and that in 2023. it received a special increase to cover its new mandate to monitor the human rights of whistleblowers. Discussions are ongoing with the Government regarding allocation of dedicated funds for the NHRI to carry out its function as independent monitoring mechanism under the Convention on the Rights of Persons with Disabilities (CRPD).
The SCA emphasizes that where an NHRI has been designated with additional responsibilities by the State, additional financial resources should be provided to enable it to assume the responsibilities of discharging these functions.
The SCA encourages the ORB to continue advocating for the funding necessary to ensure that it can effectively carry out the full extent of its mandate, including its function as independent monitoring mechanism under the CRPD.
The SCA refers to Paris Principles A.3 and B.2, and to its General Observations 1.10 on ‘Adequate funding’ and 2.8 on ‘Assessing the performance of NHRIs as National Preventive and National Monitoring Mechanisms.
