The SCA acknowledges the work the ORB has undertaken to address key human rights violations, including its advocacy for amendments to the Draft Act on the Registration of Foreign Agents and the Preschool and School Education Act (PSEA), which bans the portrayal of LGBTQI+ identities in Bulgarian educational institutions.

The SCA encourages the ORB to continue and expand further its activities to protect human rights, including with regard to LGBTQI+ persons, media freedom, the violation of rights of persons in psychiatric institutions, and pushbacks of migrants, and conduct follow-up activities to monitor the extent to which its recommendations have been implemented.

The SCA refers to Paris Principle A.3, to its General Observation 1.2 ‘Human Rights mandate’, and 1.6 ‘Recommendation by NHRIs’.
