The OPC reports that, while its budget has increased in recent years, the level of funding remains insufficient to ensure the full implementation of the breadth of its mandate, particularly with regard to its regional representations. 

The SCA considers that adequate funding should, to a reasonable degree, support the gradual and progressive improvement of an NHRI’s operations and the effective fulfilment of its mandate. 

Accordingly, the SCA recommends that the OPC continue to advocate for a progressive increase in funding to ensure that it is fully enabled to carry out the full scope of its mandate, engage with all victims, including those in regional and remote areas, and address all complaints, particularly in contexts of security and humanitarian crises.
