Article 6(k) of the Law requires the OPC to report annually on the national human rights situation and the public administration’s respect for individuals’ rights, and to widely disseminate the report.

The OPC reports that since August 2024, the institution finalized and shared the 2024 annual report as well as thematic reports on detention conditions, internally displaced persons and access to justice. The OPC, however, notes that the institution’s website is currently being updated. The OPC further notes that the 2025 annual report is soon to be released.

The SCA acknowledges the efforts undertaken by the OPC to finalize and share its reports with authorities. It notes that these reports were not available on the OPC website at the time of the interview.

It is important for an NHRI to publicize and widely distribute an annual report on its national situation with regard to human rights in general, and on more specific matters. It is vitally important that all the findings and recommendations of the NHRI be publicly available as this increases the transparency and public accountability of the NHRI.

The SCA encourages the OPC to issue and publish annual and thematic reports that address pressing human rights issues on a regular basis as well as to follow up its recommendations on those issues.

The SCA refers to Paris Principle A.3 and to its General Observation 1.11 on ‘Annual reports of NHRIs’.
