The CNDH reported that there are currently two operational regional offices covering the northern wilayas and southern wilayas. The CNDH also indicates that it carries out activities in all parts of Mauritania, including through visits and human rights caravans.
While acknowledging the information put before the SCA on the upcoming establishment of a regional office in the Eastern Region of Mauritania, the SCA notes that Art. 3 of the CNDH enabling law provides that it can have regional jurisdiction, but their organisation and functioning are not outlined in the internal regulations of the CNDH.
The SCA reiterates that the accessibility of an NHRI is further enhanced by establishing a permanent local presence for the population in the remote areas.
The SCA recommends that the CNDH consider enhancing its accessibility by fully establishing all its regional offices and ensuring they are adequately resourced to function effectively.
The SCA refers to Paris Principle B.2 and to its General Observation 1.10 on ‘Adequate funding of NHRIs’.
