“The SCA notes information received from the DHCR concerning the progressive work it has carried out with civil society organizations and other domestic human rights bodies. The SCA acknowledges that regular and constructive engagement with all relevant stakeholders is essential for NHRIs to effectively fulfil their mandates. NHRIs should develop, formalize and maintain working relationships, as appropriate, with other domestic institutions established for the promotion and protection of human rights, including civil society organizations.

The SCA encourages the DHCR to continue formalizing and maintaining regular, constructive and systematic working relationships with other domestic institutions and actors established for the protection and promotion of human rights, so as to ensure the full realization of human rights nation-wide.

The SCA refers to Paris Principle C(f) and C(g) and to its General Observation 1.5 on ‘Cooperation with other human rights bodies.’”
