“The IHCHR indicated that they have drafted parallel reports for the CESCR and CEDAW Committees. However, these reports have not been submitted to the relevant committees nor published, as these reports require approval from the Board of Commissioners, absent since June 2021.
The SCA emphasizes that independent monitoring and engaging with regional and international human rights systems, in particular the Human Rights Council and its mechanisms (Special Procedures and Universal Periodic Review) and the United Nations Human Rights Treaty Bodies, can be an effective tool for NHRIs in the promotion and protection of human rights domestically.
The SCA recommends that the IHCHR advocate for the urgent appointment of its Board of Commissioners to enable it to restore its engagement with the international human rights system.
The SCA refers to Paris Principle A.3 (d) and (e) and to its General Observation 1.4 on ‘Interaction with the international human rights system’.”
