“The GNCHR indicated that the part-time engagement of GNCHR members was a deliberate choice made by the Greek legislator to take advantage of the experience and expertise of each member’s professional life, in order to inform the GNCHR on the ever-developing societal needs.

The GNHCR reported that to address the previous respective SCA recommendations, it amended its enabling law to include a full-time Director position to reinforce stability and an appropriate degree of management and direction.

The SCA notes that the Director is an ex officio member of the Board and participates in Board meetings, but that the Law is not express on the Director’s voting rights.

The SCA highlights that the enabling law of the NHRI should provide that members of its decision-making body include full-time remunerated members. This assists in ensuring a stable tenure for the members, freedom of the NHRI from actual or perceived conflict of interests and the effective fulfilment of the NHRI’s functions.

The SCA encourages the GNCHR to advocate for an amendment to ensure that its Board includes full-time members with voting rights

The SCA refers to Paris Principle B.3 and to its General Observation 2.2 on ‘Full-time members of an NHRI.”
