“[…] the SCA noted in March 2014 that the budget of the CHRAJ is charged on the Consolidated Fund of the State.
The SCA notes the Supreme Court’s decision, which requires the budget of the Audit Service to be approved by Parliament and not by the Minister of Finance. The SCA also notes that the CHRAJ is of the view that application of this procedure2 to it as well would improve its financial autonomy. The SCA further notes that the CHRAJ has advocated for the creation of an independent constitutional body to ensure financial autonomy of independent institutions. It encourages the CHRAJ to continue these efforts at improving its financial autonomy.”
